Provide systems analysis and design expertise in the development and maintenance of the Ministry application systems Analyze user requirements, generation of prototypes for user consultation and the design, testing, documentation, implementation and maintenance of applications Coordinate analyses, develops, and implements solutions for complex problems Consult with clients on the changes/modifications, recommend and develop training plans, and monitor operational performance Plan application development activities, provide direction, guidance and technical support to programming staff and train junior team members Experience and Skill Set Requirements Technical Knowledge and Expertise - 35% Advanced technical knowledge of large hardware and software operations and utilities, productivity tools, client server architecture, mini-computer, PC technologies, online processing systems, web-based technologies, Commercial off-the-shelf (COTS) and database management systems Knowledge of rules-based engines based in COTS applications.
