Title: Project Manager - Hybrid - Part time Location: Salem, OR, United States Length: Long term Restriction: W2 or C2C Description: Interview Type: Skype *** Hybrid *** Part time anticipated to average 25 hours per week with some weeks up to 40 hours dependent on project needs. Flexible hours *** Candidate must be within 50 miles *** Job Description: Individuals with a mastery of project management skills, qualifications and experience. This individual shall function effectively with very little supervision, while maintaining a high professional standard. They are assigned to extremely complex and/or high risk projects that reflect the highest priorities of state government. These individuals are comfortable working with the highest levels of state government and are able to contribute to the furtherance of the states objectives. These individuals have the necessary skills and experience to assist in statewide project portfolio management and/or IT Investment Management Agency requires a Project Manager to oversee the implementation of a SaaS (Software as a Service) solution to replace the agencys current legacy system. The Agency has identified the solution and is in the process of procuring this SaaS system via an emergency procurement. The Agency estimates this implementation project could be up to 24 months duration. Assumption is the average hours worked per week will be 25 but may extend up to 40 hours. Minimum of 3/5 years with recent experience of planning and managing an agency wide core business system replacement projectPMI or PMP Project Management CertificationCreate Documents needed for immediate and future project management activities that follow the current version of PMI PMBOK Standards and the EIS Stage Gate process:Plan and manage an agency wide core business system replacement projectProject plan preparation including artifacts required for EIS Stage Gate endorsementsProject Implementation PlanWeekly Project Status Report for PUC and vendorWork with vendor to plan and coordinate implementation activities.Monthly Project Status Report for the Enterprise Information Systems (EIS) and Legislative Fiscal Office (LFO)Requirements DiscoveryFunctional Design Specification DocumentationSystem Security PlanPrototype Testing PlanDevelopment and ConfigurationUser Acceptance Testing Readiness ReportUser Acceptance Testing PlanData Migration PlanKnowledge Transfer PlanTraining PlanUser TrainingImplementation PlanGo Live PlanProject Close Out DocumentsMaintain project documents throughout the projectAbility to work with employees, stakeholders, and contractor to clearly communicate needs and issues, ability to resolve issues solely and with management input, schedule and lead regular meetings to relay progress and identify problems.Ensure maximum performance by providing purpose, direction and motivation to the project team.Lead project with already defined requirements through deployment including identifying schedules, scope, budget estimation, and implementation plans, including risk mitigationCoordinate internal and external resources to ensure that tasks adhere to scope, schedule, and budgetAnalyze project status and, when necessary, revise the scope, schedule, or budget according to established change control and governance processes to ensure that project requirements can be metEstablish and maintain relationships with relevant client stakeholders, providing day to day contact on project status and changesEnsure that best Change Management, Vendor Management, and Risk Management practices are followed
