GENERAL DESCRIPTION This position is responsible for supervisory, administrative and technical work, including planning, coordinating and directing utility maintenance programs. Oversees Water and Reclaimed Water Distribution crews. Work is performed under the supervision of the Utility Maintenance Manager. ESSENTIAL JOB FUNCTIONS The following essential functions represent the primary duties of this position but should not be considered an all-inclusive list of responsibilities. Other duties may be required and assigned. Manages work order system, assigns daily assignments to crew, and updates system with project status. Keeps proper program documentation and records up to date. Prepares and submits reports to all regulatory agencies. Oversees crews, completes, and reviews and submits payroll for division and employee evaluations. Coordinates the maintenance of the City's Metering System. Provide updates, reports of meter replacements status. Assign and monitor meter replacements. Interacts with customer regarding the cross-connection program and other concerns in a professional manner. Schedule and check fire hydrant maintenance. Coordinates, administers, and enforces Cross Connection Program. Conducts cross connection surveys, inspections to ensure building have the proper backflow devices. Uses specialized computer software for meter work orders and record keeping of backflow locations, testing, repairs, and any other information. Develop and maintain an annual backflow testing and maintenance schedule and monthly notification program, issue letters and initiate water shut off procedures as necessary. Uses computer, inspection equipment, communication radio, and various tools and heavy equipment. Operates and drives City vehicles and equipment. Communicates with testing contractors to investigate devices that have failed or need to be tested. Works closely with other departments and outside agencies to coordinate projects and resolve issues pertaining to water utilities. Attend meetings, such as, budget, census analytics, meter and backflow programming. Conduct new hire interviews and recommend candidate selection. Coordinates and performs the maintenance, repairs and testing of all backflow devices on all City's owned and maintained devices. Coordinate restoration and utility installation with contractors. Provides technical expertise and information pertaining to projects and responds to any concerns. Coordinate and supervise dispatched services calls to employees in the field and review work. Assign work orders and provide guidance, as needed. Schedule and assign fire hydrant maintenance, inspection, and installation. Monitor and schedule backflow testing and replacements to maintain daily activity and functionality. Performs any other duties or tasks that may be assigned. KNOWLEDGE, SKILLS, AND ABILITIES Considerable knowledge of materials, methods, practices, and equipment used in the Cross connection and water metering systems. Knowledge of the occupational hazards and safety precautions of the work environment. Knowledge of computer applications such as Microsoft Office Suite and other programs related to such operations. Ability to work evenings, weekends, and holiday; may be required to work overtime and irregular hours in emergency situations. Ability to establish and maintain effective and amiable relationships with leadership, supervisors, residents, customers, employees, other departments and agencies. Knowledge of the occupational hazards and safety precautions of the work environment. Knowledge of Safe Drinking Water Act, FDEP Water Regulations, City's Cross Connection Manual. Knowledge of plumbing, backflow meters, and fire hydrants maintenance and repair. Ability to apply basic mathematical calculations. Knowledge of traffic control aspects as it applies to work site and safety. Ability to exercise independent judgement in carrying out the assigned work/tasks. Considerable knowledge of heavy equipment operation, materials, methods, practices, and equipment used in the water maintenance. MINIMUM QUALIFICATIONS High school diploma or valid equivalent. Three (3) years of experience in the maintenance of water and reclaimed water distribution systems. Backflow Prevention Assembly tester/repair certificate. Cross Connection Control Inspector certificate. Level 3 Water Distribution certification or able to and will obtain within one (1) year of hire. Valid State of Florida Class B Commercial driver's license (CDL). An out of state class B CDL is acceptable, but selected candidates must obtain and provide a valid State of Florida CDL within thirty (30) days of start date. An equivalent combination of education and experience may be considered, provided that the education and experience are in a relevant and related field. PREFERRED QUALIFICATIONS One (1) years of supervisory experience. JOB LOCATION All city owned buildings and facilities, all city owned land, city streets, all city rights-of-way and any location needed within the Apopka Utility Service Area. ADDITIONAL POSITION INFORMATION Physical Requirements: Prolonged standing, walking, sitting, bending, stooping, pushing/ pulling up to 50 lbs., digging, kneeling, and lifting up to 100 lbs. Work also requires occasional reaching overhead and climbing. Environmental Conditions: Exposure to heights, confined spaces, extreme weather/temperatures, odors, smoke/dust/pollen, animals, electrical currents, bright/dim lights, vibrations, machinery, humidity, and traffic hazards. Occasional exposure to noise and noxious chemicals or fumes. Sensory Requirements: Some tasks require the ability to perceive and discriminate sound, color, taste, odor, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.
